Topic Preparing New Mexico for Legalization

On Wednesday, March 31, 2021, during a special session, the New Mexico House and Senate passed a bill to legalize, regulate and tax cannabis for adults 21 and older. Gov. Michelle Lujan Grisham signed the bill on April 12, 2021, making New Mexico the 18th state to legalize adult-use cannabis and the fifth to do so through the legislative process rather than by voter initiative.

The new law officially went into effect on June 29, 2021. Adults may now legally possess up to two ounces of cannabis and cultivate up to six mature plants. Cannabis sales are scheduled to begin no later than April 2022.

Speaker Shanon Jaramillo, Founder & CEO of SeedCrest, LLC

Originally from Socorro, New Mexico, Shanon graduated with a BBA in Management from Robert Morris College in Chicago, IL (2002). She has 20 years’ experience in recruitment, development, and retention and is a coach to professionals wishing to gain market entry into the cannabis field. Shanon is a center of influence in the community, known for her work in cannabis workforce research, policy, and education. She has been honored for her leadership and given several awards over the years including: The NM Essie Award for Cannabis Influencer of the Year 2018, The NM Essie Award for Best Ancillary Cannabis Business 2019 for Cannabis NM Staffing, and most recently the 2020 Women in Business Development Award in New Mexico which honors women who us their experience to guide and mentor employees to become future leaders.

Since 2017 Shanon has innovated and invested in business models that assist the licensed cannabis and hemp businesses and state government with employee compliance training and auditing that did not exist before in New Mexico. She started the grassroots movement of creating a more professional and responsible cannabis server training system as well as vocational college programs for Medical and Adult Use Industries. With the goal of bridging several gaps in state, educational and business systems for the workforce, Shanon created THE 5 STAR STANDARD, a program that continues to empower professionals to successfully self-qualify and to gain employment with top hiring cannabis companies. In 2019-2020 Shanon provided expertise to Governor Michelle Lujan-Grisham’s Working Group for Legalization.

In 2021 SeedCrest partnered with Northern New Mexico College and Central New Mexico Community College’s Ingenuity branch to provide the state’s first accredited workforce certificate to industry professionals.

As a coach to the industry, Shanon also teaches several cannabis business and policy courses and recruits and develops Educators providing a home for those experts who are now educating the community alongside of her. She currently lives in Albuquerque, New Mexico at the base of the Sandia Mountains with her rescued pup, Sancho.
